Cause
Either the control file was recently created by using CREATE CONTROLFILE, an incomplete recovery was done, or some previous operations require the control file to be re-checked against the data dictionary.
Action
Shut down and restart the database or the pluggable database so that the check is performed, and then retry the operation.
