Cause
The operation failed either because the initialization parameter file REMOTE_LOGIN_PASSWORDFILE was set to NONE or the password file was missing.
Action
Create the password file using the ORAPWD tool and set the initialization parameter file REMOTE_LOGIN_PASSWORDFILE to EXCLUSIVE.
