Cause
The shard did not have a corresponding shard in all shardgroups in an Oracle Data Guard configuration, therefore it was not deployed.
Action
This is only a warning and the deployment will continue without this shard. In order to make use of this shard, either remove shardgroups, or add shards to other shardgroups so that there are the same number of shards in all shardgroups.
