Error Message

Cannot add shards at versions lower than Oracle Database 21c because there is encrypted DDL in the catalog.

Some catalog DDL was encrypted, but shards at lower than Oracle Database 21c cannot decrypt DDL.

Upgrade the shard to at least Oracle Database 21c before adding it.
