The specified shard was not available because it was shut down or was unreachable from the catalog database.
Action
Validate the state of the shard and retry the command. Alternately, if attempting an incremental deployment, use the '-no_rebalance' option on the GDSCTL 'deploy' command to allow deployment while shards are not available.
