An attempt was made to disable the CDB resource manager plan when the resource manager scope is SYSTEM_WIDE.
Action
To disable RESOURCE_MANAGER_PLAN, set RESOURCE_MANAGER_CPU_SCOPE to INSTANCE_ONLY.
