Cause
The header of one of the password files was not in the format that ORACLE expected.
Action
Check the headers of both files. The header should be in the format "FILE VERSION: N.N.N.N.N EXECUTABLE VERSION: N.N.N.N.N" where N is a number. Remove the corrupt file(s) and re-run "orapasswd".
